Народився 10 червня 1961 року.
Вищу освіту здобув у Полтавському вищому військовому командному училищі зв’язку та в Одеському регіональному інституті державного управління Української академії державного управління при Президентові України.
Має більше як двадцятирічний стаж державної служби.
Останнім часом працював начальником Одеського обласного автотранспортного управління та заступником директора Державного департаменту автомобільного транспорту.
Постановою Кабінету Міністрів України від 16 листопада 2005 р. № 1099 директором Державного департаменту автомобільного транспорту призначено Доброхода Сергія Олександровича.
Нагороджений Почесною грамотою Кабінету Міністрів України у 2003 р., нагрудним знаком "Почесний автотранспортник України" у 2005 р.
Автомобільний транспорт в Україні перевозить близько 20% вантажів і понад 70% пасажирів. Сьогодні на ринку автомобільних перевезень працюють 56,4 тисячі проліцензованих перевізників, у яких
185,9 тисяч автомобілів. Автостанційна мережа України налічує 827 автостанцій.
У І півріччі 2005 р. перевезено пільгових категорій громадян на загальну суму понад 160 млн грн, у тому числі автомобільним транспортом - на 79 млн грн.
Крім того, протягом І півріччя 2005 року підприємствами автомобільного транспорту (з урахуванням перевезень фізичними особами-підприємцями) перевезено 54,8 млн тонн вантажів, що становить 101,9% до аналогічного періоду минулого року. Темпи росту вантажообігу є найвищими серед підгалузей транспорту - 36%.
За той же період автомобільним транспортом перевезено 1,87 млрд пасажирів, виконано пасажирську роботу в обсязі 24,8 млрд пас. км, що більше порівняно із січнем-червнем 2004 р.
Взаємини України з іноземними державами у сфері автомобільних перевезень регулюються Угодами про міжнародні автомобільні перевезення пасажирів і вантажів.
У період з 1992 р. по 2005 р. налагоджені взаємини в міжнародному автомобільному сполученні із
48 країнами.
Угоди про міжнародні автомобільні перевезення сприяють врегулюванню і встановленню більш сприятливих умов для перевезень пасажирів і вантажів між Україною і державами Європи й Азії, визначають умови і порядок проїзду автотранспортних засобів (автобусів
і вантажних автомобілів), що здійснюють такі перевезення, а також взаємну координацію діяльності, пов’язану з розвитком і функціонуванням автомобільного транспорту.
Всього в області автотранспорту було укладено
43 міжурядових Угоди з іноземними державами
та одна міжвідомча Угода.
З метою превалювання домовленостей, передбачених міжурядовими Угодами про міжнародні автомобільні перевезення над національним законодавством, проводиться робота з підготовки Законів України про ратифікацію укладених міжурядових Угод про міжнародні автомобільні перевезення.
У даний момент Україна приєдналася до 12 міжнародних Конвенцій і Угод.
Активна участь Мінтрансзв’язку в процесі міжнародного співробітництва дозволила отримати з 1 січня 2006 р. для України базову квоту багатосторонніх дозволів ЄКМТ на перевезення вантажів автотранспортом більше ніж у 1,5 раза.

He was born on June 10, 1961. He got the higher education in the Poltava Higher Military Command School of Connection and in the Odesa Regional Institute of the State Administration at the Ukrainian Academy of State Administration at the President of Ukraine.
He has more than twenty years of state service experience.
Recently he was working as a head of the Odesa Regional Car Transport Administration and deputy director of the State Department of the Car Transport.
By the resolution of the Cabinet of Ministers of Ukraine of November 16, 2005 No. 1099 Dobrokhod Serhiy Oleksandrovych was appointed the director of the State Car Transport Department.
He was awarded with an Honourable certificate of the Cabinet of Ministers of Ukraine in 2003, a breast plate "Honoured Car Transport Worker of Ukraine" in 2005.
Car transport in Ukraine carries about 20% of cargos and over 70% of passengers. Today in the market of the car transportations 56.4 thousand licensed carriers are working who have 185.9 thousand of cars. The car station system of Ukraine accounts 827 car stations.
In the first half of 2005 the categories of passengers who use discounts were transferred to the amount of over 160 mln UAH, including by the car transport at 79 mln UAH.
Besides, during the first half of 2005 the enterprises of the car transport (taking into account of transportations by physical people-businessmen) transferred 54.8 mln tons of cargos, what makes up 101.9% of the analogous period of the last year. The rates of growth of the cargo turnover are the highest among the sub-branches of the transport - 36%.
During the same time the car transport transferred 1.87 mlrd passengers, the passenger work to the amount of 24.8 mlrd passengers and km is fulfilled, what is more compared to January-July of 2004.
The relations of Ukraine with foreign countries in the car transportation sphere are regulated by the Agreements about the international car transportations of passengers and cargos.
During the period since 1992 to 2005 the relations in the international car connection with 48 countries were established.
The Agreements about international car transportations assists to regulation and establishment of more favourable conditions for transportation of passengers and cargos between Ukraine and the European and Asian countries, determines the conditions and order of travel of car transport means (busses and cargo cars) which conduct such transportations, and also the mutual coordination of activity, connected with development and operation of car transport.
All in all in the sphere of car transport 43 intergovernmental Agreements were signed with foreign states and one interdepartmental Agreement.
Aiming and domination of agreements, foreseen
by the intergovernmental Agreements about the international car transportations over national legislation, the work at preparation of Laws of Ukraine about ratification of signed intergovernmental Agreements about international car transportations is carried out.
At present Ukraine joined 12 international Conventions and Agreements.
Active participation o the Ministry of Transport and Communication in the process of international cooperation allowed receiving since January 1, 2006 for Ukraine a basic quota of many sided allowances of the ECIT for transportation of cargos by car transport more than by
1.5 times.
