Асоціація міжнародних автомобільних перевізників України (АсМАП України) створена наприкінці 1991 року для сприяння та розвитку в Україні перевезень вантажів і пасажирів автомобільним транспортом у міжнародному сполученні, представлення інтересів учасників Асоціації в органах державної влади та управління, міжнародних організаціях, захисту прав перевізників, забезпечення зв’язків із громадськістю.
Головою ради, президентом АсМАП України є кандидат технічних наук, академік Транспортної академії України, заслужений працівник транспорту України Костюченко Леонід Михайлович.
Рада Асоціації має свої регіональні ради, які охоплюють усі області України.
Повсякденна робота із забезпечення функціонування Конвенції МДП, обслуговування та задоволення потреб українських міжнародних перевізників здійснюється секретаріатом Асоціації.
Секретаріат Асоціації складається з Департаменту TIR (Відділи TIR - Київ, Львів, Дніпропетровськ, Одеса Харків, Мукачеве); Департаменту юридичного супроводження Конвенції МДП; Департаменту транспортної політики; Департаменту інформації та координації перевезень.
Асоціація міжнародних автомобільних перевізників України сьогодні є одним з найбільших некомерційних, недержавних, добровільних об’єднань суб’єктів підприємницької діяльності всіх форм власності. Вона об’єднує понад дві тисячі організацій, які надають послуги з перевезень вантажів і пасажирів у міжнародному сполученні.
З 1992 р. Асоціація є дійсним членом Міжнародного союзу автомобільного транспорту (IRU Женева)
та визнана 70 об’єднаннями міжнародних автоперевізників - учасниками Конвенції МДП.
Ця Конвенція про міжнародне перевезення вантажів із застосуванням книжки МДП (Конвенція МДП 1975 р.), до якої приєдналася і Україна у 1994 р., передбачає наявність у країні Гарантійного об’єднання. Рішенням українського Уряду від 24 липня 1993 р.
АсМАП України надані повноваження гаранта перед Міжнародним союзом автомобільного транспорту щодо відповідальності українських та іноземних перевізників у зв’язку із застосуванням ними на території України книжок МДП.
Асоціація забезпечує функціонування Митної Конвенції на території України: видає українським перевізникам книжки МДП, контролює стан їх використання та повернення, зберігання та облік, надає перевізникам всебічні послуги стосовно міжнародних автоперевезень вантажів, у тому числі і юридичного характеру.
Однак однією з головних функцій Асоціації залишається гарантування сплати державі митних зборів та платежів у разі недоставляння товарів у митницю призначення.
Відповідно до Статуту, затвердженого вищим керівним органом - Загальними зборами членів АсМАП України, діяльність Асоціації спрямована на забезпечення та подальший розвиток міжнародних автомобільних перевезень, торговельних зв’язків України із зарубіжними країнами, утвердження позитивного іміджу нашої держави як надійного ділового партнера.
Понад десять років АсМАП України підтримує добрі ділові партнерські відносини з національними асоціаціями близького та далекого зарубіжжя, спільно вирішуються проблеми, які виникають у перевізників
у рамках функціонування системи МДП. Фахівці Асоціацій беруть участь у заходах світової спільноти, організовують зустрічі, тематичні семінари на користь своїх учасників - міжнародних автоперевізників. Постійно відбувається обмін досвідом, який має за мету вдосконалення та оптимізацію застосування положень Міжнародної митної Конвенції МДП-75.
Протягом декількох років серед членів АсМАП України визначають "Кращого перевізника року".
Це почесне звання заохочує підприємців - від керівника до водія - працювати належним чином як без порушень положень митної конвенції, так і без порушень внутрішньо-державних правил та законодавчих актів.
У 2004 р. президентом та радою Асоціації спільно з Міністерством транспорту та зв’язку України, Міністерством внутрішніх справ України і Департаментом ДАІ МВС України відновлено давнішню чудову і дуже популярну серед транспортників традицію проведення змагань на кращу водійську майстерність. Цей конкурс уже набув статусу всеукраїнського, і підсумкові змагання проводитимуться щорічно до Дня працівників автомобільного транспорту та дорожнього господарства.
При Асоціації міжнародних автомобільних перевізників України існує Навчально-консультаційний центр (НКЦ), який має відповідний сертифікат та акредитований при Академії МСАТ (IRU Женева). НКЦ проводить навчання водіїв, керівників та менеджерів підприємств, які здійснюють міжнародні перевезення вантажів та пасажирів. Після курсу навчання видаються відповідні документи європейського зразка.
Звертає особливу увагу ще й той факт, що члени Асоціації створили власний бізнес без фінансової підтримки держави, який нині забезпечує робочими місцями і своєчасною заробітною платою більше 60 тисяч співвітчизників і значні грошові надходження до бюджетів усіх рівнів. Сьогодні членами Асоціації експлуатуються понад 18,2 тис. автомобілів, більше ніж половина з них відповідає вимогам стандартів Євро-2 і Євро-3.

Council of the Association has its own regional councils which embrace all the regions of Ukraine. Everyday work at provision of operation of the MDP Convention, servicing and satisfaction of demands of Ukraine international carriers are carried out by the Association’s secretariat.
The Association’s secretariat consists of the Department of TIR (TIR departments - Kyiv, Lviv, Dnipropetrovsk, Odesa, Mukacheve), department of the Juridical accompaniment of the MDP Convention, Transport Policy Department Information and Transportation Coordination Department.
Association of international car carriers of Ukraine today is one of the biggest noncommercial, nongovernmental voluntary unions of bodies of business activity of all property forms.
It unites under 2 thousand organizations which provide services in cargo and passenger transportations in international connection.
Since 1992 the Association is a full member of the International Car Transport Union (IRU Geneva) and is acknowledged by 70 unions of international carriers - members of the MDP Convention.
This convention about international cargo transportations with application of MDP book (MDP Convention 1975) which in 1994 was joined by Ukraine as well provides the presence in the country of a Guaranteeing Union.
By the resolution of the Ukrainian government of July 24, 1993 the AsICC of Ukraine got the rights of a guarantee in front of the International Car Transport Union concerning responsibility of the Ukrainian and International carriers in connection with application by them on the Ukrainian territory if MDP books.
Association provides operation of the Taxing Convention on the territory of Ukraine: gives out to Ukrainian carriers MDP books, controls the state of their usage and turning back, preservation and calculation, provides carriers with all-round services concerning international cargo transportations, including those of juridical character.
But, the main function of the Association remains a guarantee of paying to the state of duties and payments in case of non-delivery of goods to the destined custom’s house.
According to the statute, confirmed by supreme ruling body - General Meeting of member of the AsICC of Ukraine the activity of the Association is directed at provision and further development of international car transportations, trading connection of Ukraine with foreign countries, improvement of the positive image of our country as a reliable business partner.
For about 10 years the AsICC of Ukraine has been supporting good business relations with national associations of CIS and foreign countries, together solving the problems which appear in carriers within MDP system operation.
Specialists of the Association take part in actions of the world community, organize meetings, thematic seminars for benefit of their members - international car carriers.
The experience exchange is constantly carried out which has on its aim improvement and optimization of application of regulations of International Duty Convention MDP-75.
During some years among the members of the AsICC of Ukraine "The Best Carrier of the Year" is honoured.
This honourable title encourage businessmen - from a ruler to a driver - to work appropriately without violations of the resolutions of duty conventions, and without violation of interstate rules and legislative acts.
In 2004 the president and the council of the Association together with the ministry of Transport and Communication of Ukraine, Ministry of Internal Affairs of Ukraine and SCI Department of the MMS of Ukraine restored an old wonderful and very popular among the carriers tradition of conduction of contest for the best driver skills. This contest has already got the status of the All-Ukrainian one and the final competitions will be held annually to celebrate the day of the Car Transport Workers and Road Economy.
At the Association of International Car Carriers of Ukraine there is a training and Consultation Centre (TCC) which has a corresponding certificate and is accredited at the MSAT Academy (IRU Geneva).
The TCC carries out training of drivers, rulers and managers of the enterprises which conduct international transportations of cargo and passengers. After the training course the corresponding documents of the European sample are given out.
Special attention should be paid to the fact that the members of the Association created the won business without any financial support of the state which it provides now with work places and timely paid salary for almost 60 thousand of fellow-countrymen and considerable money incomes to budgets of all the levels, today the members of the Association exploit under 17.5 thousand cars and almost one third of them correspond to the Euro-1 and Euro-2 standard requirements.
