__Co-organizer of Khmelnytskyi regional rating "Khmelnytskyi citizen of the year" is a union of manufacturers and entrepreneurs of Khmelnytskyi.

__1. Khmelnytskyi regional rating "Khmelnytskyi citizen of the year"

__Khmelnytskyi regional rating "Khmelnytskyi citizen of the year" was founded by Khmelnytskyi regional state administration and Khmelnytskyi regional rada of people’s deputies for determination of the best enterprises, economies, establishments and organizations in the spheres of economy, science, education, health protection and culture in the person of the heads of the collectives of these structures from all districts of Khmelnytskyi region.

__Organizers of Khmelnytskyi regional rating "Khmelnytskyi citizen of the year" help introduction of state and public regional programs, directed to strengthening of economy and formation of positive public opinion about regional development.

__Official ceremony of Rating’s laureates awarding is annually held with participation of leaders of the region, people’s deputies of all levels, heads and members of public organization "Friendly association "Khmelnychyna" in Kyiv, Regional public organization " Friendly association of originates from Kmelnytskyi region" in Moscow, prominent religious figures, representatives of business community and public organizations.

__The ceremony of awarding of Khmelnytskyi regional rating "Khmelnytskyi citizen of the year" is held in the form of official ceremonial and concert in honour of laureates.

__2. Founders, organizers and support of the Rating

__The Rating was founded by Khmelnytskyi regional state administration, Khmelnytskyi regional rada of people’s deputies, Public organization "Friendly association "Khmelnychyna" in Kyiv, and Ukrainian academy of heraldry, trade mark and logotype. Co-organizer of Khmelnytskyi regional rating "Khmelnytskyi citizen of the year" is a union of manufacturers and entrepreneurs of Khmelnytskyi.

__Co-organizers and partners of the rating can be various organizations and companies.

__Practical organizational management of Rating’s conduction is realized by Organizational Committee, empowered by the founders and organizers of the Rating and answerable to the head of Organizational Committee.

__3.3. Expert rada

__Expert rada carries out expert examination of activity of enterprises, economies, establishments and organizations - participants of the Rating. Rada acts in accordance with the status of Khmelnytskyi regional rating "Khmelnytskyi citizen of the year".

__4. Aim of the Rating

__Provision of modern achievements and perspectives of development of economy, science, education and culture, intellectual, staff and economical potential of Kmelnychyna to Ukrainians and world community; support of formation of positive public opinion about regional development; attraction of Ukrainian and foreign investments to regional development; support of growth of production rates, quality increase and volumes of service, level and quality of education, provision of development of tourism infrastructure, health protection, sport, cultural establishments, saving of cultural legacy of Podil region.

__5. Participants (candidates) of the Rating

__Enterprises, economies, establishments and organizations in spheres of economy, science, education, health protection and culture in the person of heads of the collectives of these structures from all regions of Khmelnytskyi region take part in Rating on awarding.

__The right of recommendation of candidates is given to:

__- organizers of the Rating;

__- state management organs;

__- local organs of executive authority;

__- unions and associations;

__- public organizations;

__- authoritative specialists;

__- self-recommendation.

__Report about recommendation of candidates on participation in Khmelnytskyi regional rating "Khmelnytskyi citizen of the year" (2006) is sent to Organizational Committee, that in its turn sends it to Ukrainian academy of heraldry, trade mark and logotype with addition of pictures of heads and photo materials about enterprise’s activity; information about its achievements and perspectives of development, need in investments of the enterprise, organization of establishment.

__6. Determination of laureates. Nominations of the Rating

__Laureates of Khmelnytskyi regional rating "Khmelnytskyi citizen of the year" are determined by Expert rada in the end of the year on the base of information, given by state structures mentioned above, and also on the base of preliminary content-analysis of periodical issues and on recommendation of scientific and educational organizations, business and creative unions and public organizations.

__Laureates are affirmed by the head of Organizational Committee in the following nominations:

__- economy

__- science and education

__- health protection

__- culture

__- object of honour of Khmelnychyna (for prominent originates who live beyond the region)

__7. Awarding

__Laureate is given the diploma confirming the title of laureate, memorable sign and presentation issue of the book "Who is who in Khmelnychyna. Prominent natives" in official festive atmosphere. Laureate has a right to use received title, diploma confirming his title, and award in his interests.

__All participants of the Rating will be given the diplomas and presentation issues of "Who is who in Khmelnychyna. Prominent natives".

__8. Financing

__Expenses on preparation and conduction of events within the framework of Khmelnytskyi regional rating "Khmelnytskyi citizen of the year" are realized at expense of non-governmental, sponsor, partner and other legal money and material ways, including financial support of participants of the Rating.

__9. Calendar

__The ceremony of awarding of laureates of Khmelnytskyi regional rating "Khmelnytskyi citizen of the year" is held annually.

__10. Place of conduction

__The ceremony of awarding of laureates of Khmelnytskyi regional rating "Khmelnytskyi citizen of the year" is held in Khmelnytskyi.

__In special cases this place can be changed by resolution of Organizational Committee.
