__In modern society maintenance of reliable guarantees concerning intellectual property right protection has become the integral attribute of statehood of any civilized country. During last few years the organizational structure of system of right protection of intellectual property has been formed in sovereign Ukraine.

__The State Department of Intellectual Property as a governmental body of state administration in the structure of the Ministry of Education and Science of Ukraine was organized in April, 2000 according to the resolution of the Cabinet of Ministers of Ukraine.

__This act united the institutions of intellectual property that earlier had operated in Ukraine separately in the fields of industrial property and rights. Nowadays the sphere of administration of the State department includes three state enterprises: "The Ukrainian Industrial Property Institute", "the Ukrainian Agency of Copyright and Related Rights", "The Intelzakhyst", as well as the higher educational institution of post-graduate education "The State Institute of Intellectual Property".

__While creating the mentioned infrastructure, the norms of the Paris Convention on protection of industrial property were taken into consideration, as well as the requirement of the Paris Convention, the Berne Convention on protection of literature and artistic works, the TRIPS Agreement, EU Council instructions, other international contracts on maintenance of member countries with efficient protection of intellectual property rights.

__The State Department fulfills not only the task of giving out security documents on objects of intellectual property and caring out other functions which are traditional for patent department and agency on copyright and related rights, but also the task of providing the creation of regulatory and legal base in the sphere of intellectual property, which would meet the international standards; developing effective mechanisms of enforcement of legal regulations; coordinating the activity of related divisions of supervising and other law enforcement bodies of the government.

__Implementation of a branched system of professional training of specialists concerning questions of intellectual property and improvement of their qualification are also the important tasks.
